Energy efficiency action required: The Victorian Energy Efficiency Target Act prescribes that the first (three year) phase of the Energy Saver Incentive will save 8.1 million tonnes of greenhouse gas - the equivalent of making around 675,000 households carbon neutral for a year. On 25 November 2009, the first year scheme target of 2.7 million tonnes of carbon dioxide equivalent (CO2-e) of greenhouse gas emissions was reached. Legal advice: During the development of the Regulations, legal advice was received that the wording of section 18 did not allow "rounding-up" of tonnes of CO2-e reduction for the purpose of establishing the number of certificate to be created.
